Das Bundesgericht zieht in Erwägung:

Mangels Leistung des Kostenvorschusses hat der Präsident des Appellationsgerichts des Kantons Basel-Stadt mit Verfügung vom 29. Mai 2007 einen Rekurs von X.________ gegen eine Verfügung des Finanzdepartements des Kantons Basel-Stadt vom 5. März 2007 in Sachen Einbürgerung aus dem Recht gewiesen und das Verfahren geschlossen.

Gegen diese Verfügung des Appellationsgerichtspräsidenten reichte X.________ am 11. Juni 2007 (beim Bundesgericht eingegangen am 26. Juni 2007) eine als Rekurs/staatsrechtliche Beschwerde bezeichnete Eingabe ein. Der Sache nach handelt es sich dabei um eine subsidiäre Verfassungsbeschwerde (Art. 113 ff. BGG). Das Bundesgericht verzichtet auf die Einholung von Vernehmlassungen.

Nach Art. 42 Abs. 2 BGG ist in der Begründung einer Beschwerde in gedrängter Form darzulegen, inwiefern der angefochtene Entscheid Recht verletzt. Vorliegend legt der Beschwerdeführer nicht dar, inwiefern der Appellationsgerichtspräsident Recht verletzt haben sollte, als er den Rekurs mangels Leistung des Kostenvorschusses aus dem Recht wies. Mangels einer hinreichenden Begründung im Sinne von Art. 42 Abs. 2 BGG ist daher auf die Beschwerde nicht einzutreten. Da der Begründungsmangel offensichtlich ist, kann über die Beschwerde im vereinfachten Verfahren nach Art. 108 Abs. 1 lit. b BGG entschieden werden.

Angesichts der offensichtlichen Aussichtslosigkeit der vorliegenden Beschwerde kann dem Gesuch um unentgeltliche Rechtspflege nicht entsprochen werden (Art. 64 Abs. 1 BGG). Es kann jedoch von einer Kostenauflage abgesehen werden (Art. 66 Abs. 1 BGG).
Demnach erkennt das Bundesgericht
im Verfahren nach Art. 108 Abs. 1 BGG:

Auf die Beschwerde wird nicht eingetreten.
2.
Das Gesuch um unentgeltliche Rechtspflege wird abgewiesen.
3.
Es werden keine Kosten erhoben.
4.
Dieses Urteil wird dem Beschwerdeführer und dem Appellationsgericht des Kantons Basel-Stadt schriftlich mitgeteilt.
