The complainant withdrew his complaint concerning the Bern cantonal vote of 13 February 2011 on the partial revision of the law on taxation of road vehicles. The First Public Law Division therefore struck the case from the docket as withdrawn and decided not to levy court costs. The withdrawal was filed on 20 February 2012, and the order was communicated to the parties.
Withdrawal of a complaint before the Federal Supreme Court; the proceedings are discontinued without a merits ruling when the appellant withdraws the remedy. In such a procedural termination, costs may exceptionally be waived, in particular where the circumstances justify no allocation of court costs (consid. 1).

Februar 2012 (Datum des Poststempels) zurückgezogen hat (weitere Verfahren in Bezug auf die genannte Abstimmung sind beim Bundesgericht noch hängig);
dass es sich rechtfertigt, für das bundesgerichtliche Verfahren keine Kosten zu erheben;
verfügt der Präsident:

Die Beschwerde im Verfahren 1C_80/2012 wird als durch Rückzug erledigt abgeschrieben.
2.
Diese Verfügung wird dem Beschwerdeführer und dem Regierungsrat des Kantons Bern schriftlich mitgeteilt.
