A merely general criticism of the lower court’s ruling does not satisfy the pleading burden. If the defect is manifest, the Federal Supreme Court may decide in simplified procedure under Art. 108 Abs. 1 BGG and refrain from entering into the matter. Where no costs are charged, a request for legal aid becomes moot (consid. 2).

In Erwägung,
dass X.________ mit Eingabe vom 29. März (Postaufgabe: 31. März) 2009 gegen ein am 16. März 2009 betreffend Rechnung der Motorfahrzeugkontrolle ergangenes Urteil des Verwaltungsgerichts des Kantons Solothurn der Sache nach Beschwerde in öffentlich-rechtlichen Angelegenheiten (Art. 82 ff. BGG) ans Bundesgericht führt;
dass das Bundesgericht davon abgesehen hat, zu den Beschwerden Vernehmlassungen einzuholen;
dass der Beschwerdeführer das angefochtene Urteil ganz allgemein kritisiert, sich dabei aber nicht im Einzelnen mit der ihm zugrunde liegenden Begründung auseinandersetzt und nicht darlegt, inwiefern diese bzw. das Urteil im Ergebnis rechts- bzw. verfassungswidrig sein soll;
dass die Beschwerde daher den gesetzlichen Formerfordernissen (Art. 42 Abs. 2 und Art. 106 Abs. 2 BGG, s. in diesem Zusammenhang BGE 134 I 313 E. 2 S. 315 sowie 134 II 349 E. 3 S. 351 f.; 133 II 249 insb. E. 1.4 S. 254) nicht zu genügen vermag;
dass daher schon aus diesem Grund auf die Beschwerde nicht einzutreten ist;
dass es sich somit erübrigt, die weiteren Eintretensvoraussetzungen zu erörtern;
dass der genannte Mangel offensichtlich ist, weshalb über die Beschwerde im vereinfachten Verfahren nach Art. 108 Abs. 1 BGG entschieden werden kann;
dass es sich unter den gegebenen Umständen rechtfertigt, für das vorliegende Verfahren keine Kosten zu erheben, wodurch das Gesuch um Gewährung der unentgeltlichen Rechtspflege gegenstandslos wird;
Demnach erkennt der Präsident:

Auf die Beschwerde wird nicht eingetreten.
2.
Es werden keine Kosten erhoben.
3.
Dieses Urteil wird dem Beschwerdeführer sowie dem Departement des Innern und dem Verwaltungsgericht des Kantons Solothurn schriftlich mitgeteilt.

No. The appellant only criticized the judgment in general terms and did not engage with its reasoning or show why it was unlawful or unconstitutional.
The submission did not satisfy the requirements of Art. 42(2) and Art. 106(2) BGG, so the appeal was incapable of review.
Whether court costs should be levied in the federal proceedings
No costs were levied in view of the circumstances.
Because the defect was obvious and the court decided under the simplified procedure, it was appropriate not to charge costs; the legal-aid request thereby became moot.
