120 Initiative; Referendumsfähigkeit des zustimmenden Einwohnerratsbeschlusses zu einer Initiative, deren Gegenstand dem obligatorischen Referendum unterliegt; Abstimmungserläuterungen bei Einwohnerratsgemeinden. Entscheid des Departements Volkswirtschaft und Inneres, Gemeindeabteilung, vom 23. April 2007 in Sachen A. und B. gegen die Einwohnergemeinde X. Aus den Erwägungen 4. a) Nach § 60 des Gesetzes über die Einwohnergemeinden (GG) vom 19. Dezember 1978 kann ein Zehntel der Stimmberechtigten in Form einer allgemeinen Anregung oder eines ausgearbeiteten Entwurfes die Behandlung von Gegenständen, die in die Zuständigkeit der Gesamtheit der Stimmberechtigten oder des Einwohnerrates fallen, beim Präsidenten des Einwohnerrates verlangen. Unbestrittenermassen untersteht im vorliegenden Fall der Gegenstand der Initiative dem obligatorischen Referendum, da er auf eine Änderung im Bestand von Gemeinden abzielt (vgl. § 57 lit. b GG). b) Das kantonale Recht sieht für das Verfahren zur Behandlung eines Initiativbegehrens, welches dem obligatorischen Referendum untersteht, folgende Regelung vor: „§ 61 GG (Verfahren: obligatorisches Referendum) 1. Unterliegt der Gegenstand der Initiative dem obligatorischen Referendum, so ist innert eines Jahres seit Einreichung der Initiative die Urnenabstimmung anzuordnen. In Ausnahmefällen kann beim Departement des Innern (heute: Departement Volkswirtschaft und Inneres) um eine Fristverlängerung nachgesucht werden.
