188Verwaltungsgericht2002 einerseits der Verfahrensökonomie, letztlich aber auch der Wahrung des rechtlichen Gehörs, denn so können die Steuerpflichtigen ihre Mitwirkungsrechte frühzeitig und am besten wahrnehmen. Dem Beschwerdeführer wurde der Bericht des LF/KStA vor dem Einspracheentscheid zur Stellungnahme zugestellt und seine Einwendungen wurden so bereits im Einspracheverfahren berücksichtigt. Dies als Zeichen von Befangenheit zu werten und unter Hinweis auf die "Doppelfunktion" zu verhindern, würde dazu führen, dass die Meinung des LF/KStA (und Steuerkommissionsmitglieds) erst aus der Begründung des Einspracheentscheids ersichtlich würde, was nicht den Interessen der Steuerpflichtigen entspräche, sondern diesen geradezu zuwiderliefe. b) Unter den gegebenen Umständen gehen die Einwendungen des Beschwerdeführers, der nicht etwa geltend macht, A. und J. seien aus persönlichen Gründen befangen gewesen (vgl. § 124 StG), sondern diese für Expertentätigkeit ablehnt, weil sie Beamte des KStA sind, am gegebenen Sachverhalt vorbei. 55 Eröffnung.
