PROPERTY AND SUPPLIES, DEPARTMENT- POWERS AND DUTIES

                                  AN ACT

     Authorizing the Department of Property and Supplies to act as
        purchasing agency for certain Federal agencies, and making an
        appropriation of moneys received to reimburse the department
        for the cost of so acting.

        Section 1.  Be it enacted, &c., That the Department of
     Property and Supplies shall have authority to act as purchasing
     agency for the purchasing of any and all kinds of materials,
     supplies and personal property for the Federal Civil Works
     Administration, or any other Federal agency which shall be
     engaged in the expenditure of Federal moneys in Pennsylvania,
     upon request of such agency through its duly authorized agent or
     representative.
        Section 2.  Such purchases shall be made by the Department of
     Property and Supplies upon written order of the authorized
     Federal officer, officers or agent, in such manner and under
     such procedure as may be agreed upon between such Federal agency
     and the Department of Property and Supplies, and, unless so
     required by such agreement, the Department of Property and
     Supplies shall not be bound to adhere to any procedure
     prescribed for the purchase of materials and supplies for State
     purposes.
        Section 3.  All materials, supplies and property, so
     purchased by the Department of Property and Supplies as agent,
     shall be paid for by the Federal agency authorizing the
     purchase, and neither the Commonwealth of Pennsylvania, nor any
     department, officer or agency of the Commonwealth, shall be in
     any way liable for the cost of such purchases. The Department of
     Property and Supplies may, at the risk of such Federal agency,
     provide storage space for any materials, supplies or property so
     purchased, in such manner as may be agreed upon, if such space
     shall be available.
        Section 4.  The Department of Property and Supplies may enter
     into an agreement with such Federal agency providing for the
     reimbursement of the Department of Property and Supplies for any
     costs incurred and services rendered by it in acting as
     purchasing agent as herein provided, including compensation of
     employes of the Department of Property and Supplies who shall be
     engaged in the activities of the department as purchasing agent.
     All moneys paid to the Department of Property and Supplies as
     such reimbursement shall be paid into the General Fund of the
     State Treasury, and are hereby expressly appropriated to the
     Department of Property and Supplies for the ordinary expenses of
     the administration of that department.
