(2) An individual, agency, or official whose duties are directly connected with the administration of the plan or program approved under:

(A) parts A, B, C, or D of title IV or titles II, X, XIV, XIX, or XX of the federal Social Security Act;

(B) the supplemental security income program established under title XVI of the federal Social Security Act; or

(C) any other federal or federally assisted program which provides assistance, in cash or in-kind, or services, directly to individuals on the basis of need.
