AMEND. 103. [USE OF LOTTERY PROCEEDS UNDER ARTICLE 19, §
14] (CONST., ART. 19, § 14, AMENDED).
Publisher’s Notes. This amendment in § 1 amended
Ark. Const., Art. 19, § 14(b), and is incorporated within
that section. The amendment was proposed by H.J.R. 1006
during the 2023 Regular Session and adopted at the 2024
general election by a vote of 1,029,102 for and 119,527
