regarding the nature of the defects in this filing, and the defects were not corrected in a timely manner by
providing this Court with a proof of service on all defendants or a copy of the transcript or proof of
ordering the same. Dismissal is without prejudice to appellant's ability to raise the same or similar issues
in his claim of appeal in Docket No. 380879.
The motion to waive fees is DENIED as MOOT in light of the dismissal of the application.
The motion for stay is DISMISSED as MOOT.
