ORDER

Michael F. Gadola, Chief Judge, acting under MCR 7.211(E)(2), orders:
The motion to deem appellant, Pamela Ruth Howe, a vexatious litigator is GRANTED.
The Court determines that appellant is a vexatious litigator, MCR 7.216(C)(3), who has “habitually,
persistently and without reasonable cause engage[d] in vexatious conduct” in this Court, warranting
imposition of sanctions. Specifically, appellant has filed 17 legal proceedings in this Court. While 5 of
those proceedings remain pending, the other 12 have been meritless with 6, including the instant appeal,
being dismissed for lack of jurisdiction. Based on these circumstances, the Court finds it appropriate to
impose pre-filing restrictions on appellant as authorized by the court rule. Effective the date of this order,
appellant may not institute any new legal proceedings in this Court without first obtaining leave to do so.
Specifically, if appellant wishes to file a new appeal or an original action in this Court, she must provide
a copy of her proposed filing to the Clerk’s office, along with a request for the Court to accept the filing,
and an affidavit in which she certifies that her proposed filing is not frivolous, is not being made in bad
faith, and is well-grounded in fact and law. In addition to a copy of the proposed filing, the request for
acceptance, and the affidavit, appellant must accompany her proposed filing with the filing fee required
by MCL 600.321 and a surety bond in the amount of $2,500 posted as security for costs. The $2,500
security for costs may be modified by the Court only upon a motion showing good cause filed by appellant
or any other party to proceedings initiated by appellant.
