DALLAS DIVISION

CRIMINAL ACTION NO. 3:25-CR-0256-S

REPORT AND RECOMMENDATION CONCERNING PLEA OF GUILTY

NARBEL SOLORIO-PENALOZA by consent, under authority of United States v. Dees, 125 F.3d 261 (Sth Cir.

1997), has appeared before me pursuant to FED. R. CRIM. P. 11, and has entered a plea of guilty to Count 1 of the Indictment
filed June 3, 2025. After cautioning and examining NARBEL SOLORIO-PENALOZA Sunder oath concerning each of
the subjects mentioned in Rule 11, I determined that the guilty plea was knowledgeable and voluntary and that the offense
charged is supported by an independent basis in fact containing each of the essential elements of such offense. I therefore
recommend that the plea of guilty be accepted, and that NARBEL SOLORIO-PENALOZA be adjudged guilty of
Conspiracy to Possess with Intent to Distribute a Controlled Substance, in violation of 21 U.S.C. §§ 846, 841(a)(1)
and (b)(1)(A), and have sentence imposed accordingly.
