The Federal Administrative Court admitted the claimant's revision. § 132 Abs. 2 Nr. 1 VwGO; revision may be admitted for fundamental importance where the case is suitable to clarify an abstract, legally unsettled question capable of general significance. An assessment system for life-tenured judges that in principle dispenses with regular evaluations and relies solely on occasion-based assessments with case-dependent, limited assessment periods raises the question whether it satisfies the constitutional requirements of Art. 33(2) GG. The existence of such a clarification need justifies admission of the revision (consid. 1 f.).

Revisionszulassung; Beurteilungssystem ohne Regelbeurteilung
1 Die Revision der Klägerin ist wegen grundsätzlicher Bedeutung der Rechtssache gemäß § 132 Abs. 2 Nr. 1 VwGO zuzulassen.
2 Das Revisionsverfahren erscheint geeignet zur Klärung der Frage beizutragen, ob und unter welchen Voraussetzungen ein Beurteilungssystem, das für auf Lebenszeit ernannte Richter im Grundsatz auf Regelbeurteilungen verzichtet und lediglich Anlassbeurteilungen mit abhängig vom Einzelfall begrenzten Beurteilungszeiträumen vorsieht, den Anforderungen des Art. 33 Abs. 2 GG genügt.
