Gründe

1 Die Beschwerden der Beklagten und der Beigeladenen sind begründet, soweit das Oberverwaltungsgericht der Klage des Klägers zu 4 stattgegeben hat. Insoweit hat die Rechtssache grundsätzliche Bedeutung im Sinne des § 132 Abs. 2 Nr. 1 VwGO. Das Revisionsverfahren kann im Anschluss an das Urteil des Bundesverwaltungsgerichts vom 21. November 2013 - 7 A 28.12 - Gelegenheit zur weiteren Klärung der Frage bieten, ob und unter welchen Voraussetzungen betriebsregelnde Anordnungen zum Zwecke des Lärmschutzes in einem Planfeststellungsbeschluss nach § 18 AEG getroffen werden dürfen.

2 Im Übrigen, soweit die Beschwerden das zugunsten der Kläger zu 1 bis 3 ergangene Urteil betreffen, haben sie keinen Erfolg; denn die mit den Beschwerden aufgeworfene Grundsatzfrage stellt sich bei diesen Klägern nicht. Ebenso wenig rechtfertigt die von der Beigeladenen in demselben Zusammenhang gerügte Divergenz hinsichtlich dieser Kläger die Zulassung der Revision. Das Oberverwaltungsgericht hat die Kläger zu 1 bis 3 im Hinblick auf mögliche Betriebsregelungen in Form von Geschwindigkeitsbegrenzungen als nach § 18a Nr. 7 AEG präkludiert angesehen, ohne dass die Beschwerdeführerinnen dies zum Gegenstand ihres Rechtsbehelfs gemacht haben.

3 Soweit die Beschwerden zurückgewiesen worden sind, folgt die Kostenentscheidung aus § 154 Abs. 2, § 159 Satz 1 VwGO i.V.m. § 100 Abs. 1 ZPO und die Streitwertfestsetzung aus § 47 Abs. 1 Satz 1 und Abs. 3 i.V.m. § 52 Abs. 1 GKG.
