Object value in constitutional complaint proceedings; the Federal Constitutional Court may fix the value of the subject matter of counsel's work independently of the merits. Where the scope and significance of the proceedings justify an increased value, the value is to be set accordingly; the court's assessment is discretionary and focuses on the concrete importance of the case for the parties.
