Wortlaut der Initiative vom 11. Dezember 1991 Nach Artikel 21bis des Geschäftsverkehrsgesetzes schlage ich eine parlamentarische Initiative in der Form der allgemei- nen Anregung zur Bekämpfung der neuen Armut vor. Der Bund wird eingeladen, das Bundesgesetz vom 19. März 1965 über die Ergänzungsleistungen zur Alters-, Hinterlassenen- und Invalidenversicherung durch eine Bestimmung zu ergän- zen, die verlangt, dass «die Kantone - in Zusammenarbeit mit den Gemeinden - verpflichtet sind, automatisch alle zum Be- zug von Ergänzungsleistungen berechtigten Personen zu in- formieren».
Nach dem Grundsatz «Anspruch auf Leistungen ist gut, sie zu bekommen ist besser» ermöglicht es die vorgeschlagene Be- stimmung, einen Teil der Bevölkerung aus der Armut zu be- freien.
Diese systematische Information entspricht auch den Anforde- rungen einer modernen Sozialhilfe, bei der die Anspruchs- berechtigten mit der Unterstützung dennoch ihre Würde be- wahren.
