The National Council held final votes on several federal bills and parliamentary initiatives. It rejected an order motion by the SP parliamentary group to change the preliminary classification rule for parliamentary initiatives. It adopted the civil service initiative, the package on accession to the human rights covenants, the delegation initiative, the AVS/AI and accident insurance amendments, the Lucens decommissioning contribution, and urgent health insurance measures. On the real estate resale restriction item, it rejected the decree on resale and publication of transfers but adopted the decree on a maximum mortgage burden.
Parliamentary final votes; treatment of multiple federal drafts and order motions. In final voting, the plenary may approve or reject individual drafts separately, including within a split business. An order motion affecting internal classification or procedural handling is disposed of by ordinary vote. Where a business is divided into separate federal decrees, each decree is voted on autonomously and may be adopted or rejected independently. Unanimity or simple majorities are recorded as vote results without further legal consequences beyond passage or rejection of the draft.

M. Leuba: Je peux rassurer entièrement Mme Grendelmeier. Le Bureau a pris une décision de principe, selon laquelle tou- tes les initiatives parlementaires, au stade de l'examen prélimi- naire mentionné par M. Hess Peter, seraient dorénavant clas- sées en catégorie IV. Il n'y a donc rien de dirigé contre un type d'initiative, parlementaire ou autre. C'est à mon avis la seule manière d'éviter ce que vous dénoncez, c'est-à-dire que l'on classe dans l'une ou l'autre catégorie selon l'objet politique. C'est une décision de principe pour un examen préliminaire et je vous prie de vous en tenir à cette règle.
