In the 17 December 1985 National Council sitting on the Hunting Act (83.033), members first debated whether the discussion should be organized; Grendelmeier's motion prevailed over the proposal of the faction presidents' conference. The chamber then adopted the commission proposals on Article 90 paragraph 1 second sentence, on the transitional provision applicable to popular initiatives with counter-proposals, and on the entry-into-force clause. Präsident: Ich beantrage, dass wir den Ordnungsantrag von Frau Grendelmeier behandeln, damit wir wissen, ob wir eine organisierte Debatte durchführen müssen oder nicht.

Frau Grendelmeier: Wir haben an der organisierten Debatte festgehalten, um dieses Geschäft, das wir jetzt über die Bühne gebracht haben, zu kanalisieren und effizienzstei- gernd durchzuberaten. Ich sehe nicht ein, warum bei einem Gesetz, das ganz bestimmt sehr wichtig ist, man ausgerech- net hier keine organisierte Debatte durchführt. Wir haben ungefähr anderthalb Tage budgetiert. Ob wir uns das leisten können? Ich schlage Ihnen deshalb vor, dass wir in Anbe- tracht der unglaublich vielen Einzelanträge bei der Detailbe- ratung zum Eintreten nur die Fraktionssprecher sprechen lassen. Das spart uns mindestens zwei oder drei Stunden Zeit.
Ich bitte Sie, im Sinne der Konsequenz auch hier ja zu einer organisierten Debatte zu sagen. In der Detailberatung kom- men dann ohnehin noch sämtliche Regionen, sämtliche Bergkantone, sämtliche Flachländer, sämtlicher Jäger, sämtliche Landwirte, sämtliche Häschen, Füchschen und Samichläuse zur Sprache. Wir können es uns leisten, uns während der Eintretensdebatte wirklich auf das Wesentliche zu beschränken.
Präsident: Frau Grendelmeier beantragt, dass wir beim Jagdgesetz eine organisierte Debatte durchführen. Die Frak- tionspräsidentenkonferenz hat hier eine freie Debatte bean- tragt.
