The Federal Assembly adopted a decree of 15 December 1989 concerning the popular initiative "for a region without motorway between Morat and Yverdon." It ordered the initiative to be submitted to a vote of the people and cantons and recommended that voters reject it. The text of the initiative proposed adding a seventh paragraph to Article 36bis of the Federal Constitution prohibiting the construction and operation of any national road between Morat and Yverdon.
Popular initiative; federal assembly decree submitting initiative to vote and making recommendation; the Assembly may formally place the initiative before the people and cantons and issue a recommendation on acceptance or rejection in the decree itself.

L'Assemblée fédérale de la Confédération suisse,
vu l'initiative populaire «pour une région sans autoroute entre Morat et Yver- don», déposée le 2 juillet 19871);
vu le message du Conseil fédéral du 25 janvier 19892),
arrête:
Article premier
1 L'initiative populaire du 2 juillet 1987 «pour une région sans autoroute entre Morat et Yverdon» est soumise au vote du peuple et des cantons.
2 L'initiative a la teneur suivante:
La constitution fédérale est complétée comme il suit: Art. 36bis, 7e al.
7 Aucune route nationale ne sera construite ni exploitée entre Morat et Yverdon.
Art. 2
L'Assemblée fédérale recommande au peuple et aux cantons de rejeter l'initiative.
