The Federal Assembly adopted a federal decree authorizing the Federal Council to continue Switzerland’s participation in the United Nations Environment Programme Fund. The authorization covers annual contributions of up to CHF 1.2 million from 1984 for a period of four years. The decree states that it is not of general applicability and is therefore not subject to referendum.
Art. 85 ch. 10 Cst.; federal decree authorizing financial participation in an international fund; the Federal Assembly may empower the Federal Council to make recurring contributions for a limited period and up to a specified ceiling. Where the act is not of general application, it is excluded from the referendum (art. 2).
Arrêté fédéral concernant la prorogation de la participation de la Suisse au Fonds du Programme des Nations Unies pour l'environnement
du 28 novembre 1983
L'Assemblée fédérale de la Confédération suisse, vù l'article 85, chiffre 10, de la constitution; vu le message du Conseil fédéral du 25 mai 19831), arrête :
Article premier
Le Conseil fédéral est habilité à allouer au Fonds du Programme des Na- tions Unies pour l'environnement, dès 1984 et pour une durée de 4 ans, une contribution annuelle se montant au maximum à 1,2 million de francs.
Art. 2
Le présent arrêté, qui n'est pas de portée générale, n'est pas soumis au réfé- rendum.
