The structure of the Solothurn introductory act shows that the domicile link in §§ 2 ff. also governs urgent cases under §§ 6 and 7, since § 5 refers back to those provisions. This is consistent with the general rule that non-urgent decisions lie with the guardianship authorities at the person's domicile.
