In der Baueinsprache hatte der Beschwerdeführer raumplanerische Gründe nicht vorgebracht. Aus dem Wesen der Beschwerde, welche die Nachprüfung einer Verfügung bewirkt, folgt jedoch, dass mit dem Verwaltungsrekurs nichts verlangt werden kann, was nicht bereits von der erstinstanzlich verfügenden Behörde verlangt worden war und was von ihr positiv oder negativ beurteilt worden ist (vgl. Imboden, Max: Schweizerische Verwaltungsrechtsprechung, Band II, 4. Aufl., Basel 1971, Nr. 636 I). Auf diesen Beschwerdepunkt kann demzufolge nicht eingetreten werden.
