The appellant challenged a St. Gallen insurance court decision concerning supplementary benefits to AHV/IV. The Federal Supreme Court held that the appeal of 8 June 2007 did not satisfy the reasoning requirements of Art. 42 BGG. The later submission of 21 June 2007 did not cure the defect because it was still insufficiently reasoned and, in any event, was filed after the appeal deadline. The Court therefore did not enter into the matter and imposed court costs of CHF 250 on the appellant, offsetting them against the advance payment and ordering a refund of the balance.
Art. 42 BGG, Art. 100(1) BGG; admissibility of appeals and cure of defects in reasoning: the appeal must state requests and reasons in concise form and explain how the challenged decision infringes law. A merely substantively insufficient appeal does not fall within the curable defects contemplated by Art. 42(5) or (6) BGG; the Federal Supreme Court may not grant an additional remedy period for such deficiency. A later submission filed after expiry of the appeal period cannot remedy the inadmissibility. In summary proceedings under Art. 108(1)(b) BGG, the Court may decline to enter into the matter and allocate costs under Art. 66(1) BGG.

Das Präsidium der I. sozialrechtlichen Abteilung hat nach Einsicht
in die Eingabe des K.________ vom 8. Juni 2007 (Poststempel) gegen einen Entscheid des Versicherungsgerichts des Kantons St. Gallen vom 8. Mai 2007 (EL 2006/48),
in Erwägung,
dass ein Rechtsmittel gemäss Art. 42 Abs. 1 BGG unter anderem die Begehren und deren Begründung mit Angabe der Beweismittel enthalten muss, wobei in der Begründung gemäss Abs. 2 desselben Artikels in gedrängter Form darzulegen ist, inwiefern der angefochtene Entscheid Recht verletzt,
dass die Eingabe des Beschwerdeführers vom 8. Juni 2007 diesen Begründungsanforderungen nicht gerecht wird,
dass das Ansetzen einer angemessenen Frist zur Behebung des Mangels nur in den in Art. 42 Abs. 5 oder 6 BGG erwähnten Fällen zulässig ist, worunter das inhaltliche Ungenügen des Rechtsmittels nicht fällt (vgl. BGE 130 I 312 E. 1.3.1 S. 320, 123 II 359 E. 6b/bb S. 369, 118 Ib 134 E. 2 S. 135, je mit Hinweis),
dass auch das nachträgliche Schreiben des Beschwerdeführers vom 21. Juni 2007 nichts ändert, weil es - trotz dem ausdrücklichen Hinweis des Bundesgerichts in der Mitteilung vom 11. Juni 2007 über die Formerfordernisse des Rechtsmittels und über die nur innert der Beschwerdefrist noch bestehende Verbesserungsmöglichkeit - wiederum kein genügendes Rechtsmittel darstellt und überdies erst am 22./25. Juni 2007 und damit nach Ablauf der Beschwerdefrist (Art. 100 Abs. 1 BGG) eingereicht worden ist,
in Anwendung von Art. 65 sowie Art. 66 Abs. 1 BGG und im Verfahren nach Art. 108 Abs. 1 lit. b BGG
erkannt:

Auf die Eingaben vom 8. und 21. Juni 2007 wird nicht eingetreten.
2.
Die Gerichtskosten von Fr. 250.- werden dem Beschwerdeführer auferlegt unter Verrechnung mit dem geleisteten Kostenvorschuss von Fr. 500.-; der Differenzbetrag von Fr. 250.- wird ihm zurückerstattet.
3.
Dieses Urteil wird den Parteien, dem Versicherungsgericht des Kantons St. Gallen, der CSS Versicherung, St. Gallen, und dem Bundesamt für Sozialversicherungen zugestellt.
