The amount of legal-aid compensation is governed by cantonal law absent federal rules. The cantonal remedy under Art. 34 URPG does not violate Art. 61(a) ATSG, especially because the insured person is not a party to the dispute over the lawyer's fee. Therefore the matter had to be decided first by the cantonal court.
