Der Präsident zieht in Erwägung:

Nachdem die Staatsanwaltschaft gegen den Beschwerdeführer wegen eines Vorfalles vom 8. November 2008 keine Strafuntersuchung eröffnet und die Kosten des Verfahrens auf die Staatskasse genommen hatte, trat die Vorinstanz auf einen Rekurs des Beschwerdeführers nicht ein, weil er durch die Entscheidung der Staatsanwaltschaft bzw. die dafür gegebene Begründung nicht belastet oder beschwert sei. Mit der Frage seiner Beschwer befasst sich der Beschwerdeführer vor Bundesgericht nicht. Die Beschwerde genügt folglich den Begründungsanforderungen von Art. 42 Abs. 2 bzw. Art. 106 Abs. 2 BGG nicht. Darauf ist im Verfahren nach Art. 108 BGG nicht einzutreten.

Die Gerichtskosten sind dem Beschwerdeführer aufzuerlegen (Art. 66 Abs. 1 BGG). Seiner finanziellen Lage ist bei der Bemessung der Gerichtsgebühr Rechnung zu tragen (Art. 65 Abs. 2 BGG).

Demnach erkennt der Präsident:

Auf die Beschwerde wird nicht eingetreten.

2.
Die Gerichtskosten von Fr. 500.-- werden dem Beschwerdeführer auferlegt.

3.
Dieses Urteil wird den Parteien und dem Obergericht des Kantons Zürich, III. Strafkammer, schriftlich mitgeteilt.
