Faits:

X.________ a porté plainte pénale contre divers magistrats fribourgeois.
Par arrêt 502 2009-334 du 4 janvier 2010, la Chambre pénale du Tribunal cantonal de l'État de Fribourg a rejeté le recours formé par X.________ contre le refus du juge d'instruction compétent d'ouvrir l'action pénale.

X.________ recourt au Tribunal fédéral contre cet arrêt.
Il demande à être pourvu d'un avocat d'office (demande d'assistance judiciaire).
Considérant en droit:

Le recourant fait valoir que les juges qui ont rendu l'arrêt attaqué sont "impliqués dans [son] affaire".
Les parties au procès pénal sont tenues de se comporter conformément aux règles de la bonne foi (cf. art. 5 al. 3 Cst.). En particulier, la partie qui s'aperçoit qu'une règle de procédure est violée à son détriment ne saurait laisser la procédure suivre son cours sans réagir, dans le but, par exemple, de se réserver un moyen de nullité pour le cas où le jugement à intervenir ne la satisferait pas. Les manoeuvres dilatoires de cette sorte sont inadmissibles. Aussi la partie qui renonce sciemment à faire valoir la violation d'une règle de procédure devant un juge qui serait en mesure d'en réparer les conséquences est-elle en principe déchue du droit de se prévaloir de cette violation devant le Tribunal fédéral (ATF 117 Ia 491 consid. 2a p. 495).
En l'espèce, il appartenait au recourant, qui connaît la composition du Tribunal cantonal fribourgeois, de requérir d'emblée la récusation des magistrats qu'il suspectait de partialité. Soulevé pour la première fois devant le Tribunal fédéral, le moyen pris de la prétendue prévention des juges qui ont rendu l'arrêt attaqué est irrecevable.

Pour le surplus, le recourant fait exclusivement grief à l'arrêt attaqué de ne pas considérer comme constants et constitutifs d'une infraction pénale les faits qu'il a dénoncés.
S'il ne se plaint pas d'une infraction qui l'ait directement atteint dans son intégrité physique, psychique ou sexuelle, le lésé ne bénéficie pas du statut procédural de victime, au sens des art. 1, 37 LAVI et 81 al. 1 let. b ch. 5 LTF, et il n'a dès lors pas qualité pour recourir au fond contre le refus des autorités de poursuite ou de jugement d'exercer ou d'admettre l'action pénale. Il peut recourir exclusivement pour faire valoir que ces autorités lui auraient dénié à tort le droit de porter plainte si l'infraction ne se poursuit pas d'office (art. 81 al. 1 let. b ch. 6 LTF) ou qu'elles auraient violé un droit formel, entièrement séparé du fond, que la Constitution ou la loi de procédure applicable lui attribue en sa qualité de partie à la procédure (ATF 133 IV 228 et les références; arrêt 6B_733/ 2008 du 11 octobre 2008 et les références).
Dans le cas présent, le recourant se plaint d'une atteinte à ses intérêts patrimoniaux. Il ne bénéficie dès lors pas du statut procédural de victime au sens de la LAVI. Aussi est-il sans qualité pour recourir sur le fond.
Son recours, manifestement irrecevable, doit dès lors être écarté en application de l'art. 108 al. 1 let. a LTF.

Comme ses conclusions sont apparues d'emblée dénuées de toute chance de succès, le recourant doit être débouté de sa demande d'assistance judiciaire (art. 64 al. 1 LTF a contrario) et supporter les frais de justice (art. 66 al. 1 LTF). Ceux-ci seront réduits pour tenir compte de sa situation financière.
Par ces motifs, le Président prononce:

Le recours est déclaré irrecevable.
2.
La demande d'assistance judiciaire est rejetée.
3.
Les frais judiciaires, arrêtés à 500 fr., sont mis à la charge du recourant.
4.
Le présent arrêt est communiqué aux parties et au Tribunal cantonal fribourgeois, Chambre pénale.

Whether the allegation of bias of the cantonal judges, raised only before the Federal Supreme Court, is admissible
The objection is inadmissible because the appellant should have sought recusal at the cantonal level as soon as he knew the court composition.
A party must act in good faith and cannot keep a procedural defect in reserve; a procedural violation that could have been remedied earlier is forfeited if not raised in time.
Whether the appellant has standing to challenge the refusal to open criminal proceedings on the merits
He lacks standing on the merits because he alleges only patrimonial harm and is therefore not a victim within the meaning of the LAVI and Art. 81 para. 1 let. b ch. 5 LTF.
Absent direct injury to physical, psychological, or sexual integrity, a complainant is not a procedural victim and may only appeal on limited formal grounds or on a wrongful denial of the right to file a complaint in non-official prosecutions.
Whether the request for legal aid should be granted
Legal aid is denied because the appeal had no prospect of success.
Since the claims were manifestly without merit, the statutory condition of non-frivolousness was not met.
Allocation of court costs
Court costs of CHF 500 are imposed on the appellant, reduced in light of his financial situation.
As the appeal failed, the appellant bears the costs under the Federal Supreme Court Act, with a reduction for financial hardship.
