Considérant:
que, par décision du 28 janvier 2009, le Juge instructeur de la Cour de droit administratif et public du Tribunal cantonal du canton de Vaud a déclaré irrecevable, pour défaut de paiement de l'avance de frais dans le délai imparti à cet effet, le recours de X.________ dirigé contre la décision du Service de la population du canton de Vaud du 18 novembre 2008 concernant la révocation de son autorisation de séjour,
qu'agissant par la voie d'un recours, daté du 23 février 2009 et posté le 26 février suivant, X.________ demande au Tribunal fédéral d'annuler la décision du Tribunal cantonal vaudois du 28 janvier 2009 et de lui octroyer un nouveau délai pour effectuer un dépôt de garantie,
que le dossier cantonal a été requis et produit,
que le recourant soutient qu'il n'aurait jamais été sollicité par le Tribunal cantonal pour effectuer un dépôt de garantie,
que, ce faisant, le recourant remet en cause une constatation de fait du Tribunal cantonal,
que le Tribunal fédéral conduit son raisonnement juridique et statue sur la base des faits établis par l'autorité précédente (art. 105 al. 1 LTF) et ne peut s'en écarter que si les faits ont été établis de façon manifestement inexacte ou en violation du droit au sens de l'art. 95 LTF (art. 105 al. 2 LTF),
que le recourant qui entend contester les constatations de fait de l'autorité précédente doit expliquer de manière circonstanciée en quoi les conditions de l'art. 105 al. 2 LTF sont réalisées (cf. art. 42 al. 2 LTF; ATF 134 I 65 consid. 1.5 p. 68; 133 III 462 consid. 2.4 p. 466 s.),
qu'en l'espèce, la décision attaquée se réfère expressément à l'accusé de réception impartissant au recourant un délai au 12 janvier 2009 pour effectuer le dépôt de garantie sollicité, sous peine d'irrecevabilité du recours,
qu'en se contentant d'affirmer qu'il n'aurait jamais été sollicité pour effectuer un dépôt de garantie, le recourant n'expose pas de manière circonstanciée en quoi les conditions de l'art. 105 al. 2 LTF seraient réalisées,
que, dès lors, l'écriture du recourant ne satisfait pas aux exigences de motivation légales prévues à l'art. 42 al. 2 LTF,
que, manifestement irrecevable (art. 108 al. 1 let. b LTF), le présent recours doit être traité selon la procédure simplifiée de l'art. 108 LTF, sans qu'il soit nécessaire d'ordonner un échange d'écritures,
que, succombant, le recourant doit supporter les frais judiciaires (art. 66 al. 1 1ère phrase et art. 65 LTF),

Par ces motifs, le Tribunal fédéral prononce:

Le recours est irrecevable.

2.
Les frais judiciaires, arrêtés à 500 fr., sont mis à la charge du recourant.

3.
Le présent arrêt est communiqué au recourant, au Service de la population et à la Cour de droit administratif et public du Tribunal cantonal du canton de Vaud ainsi qu'à l'Office fédéral des migrations.
