Art. 29(2) Cst. requires understandable reasons. In fee-award cases, motivation is usually unnecessary only if the court stays within a tariff-like framework. Here, because the Fribourg assistance-judicial rules required consideration of the fee list, the court had to indicate the rejected items or excessive hours. Its remarks and the judge rapporteur's notes did not cure the defect.
