Which authority is territorially competent to order deprivation of parental authority under the Civil Code?

The Civil Code contains no express territorial rule for measures under Arts. 284 and 285 CC. However, only the authorities of the residence or at least the canton of domicile can be considered. The Court refers to its prior case law and reasons that the legislature could not have intended a different guardianship authority than the one empowered under Art. 376 CC, subject to the cantonal reservation. The change in legislative drafting concerned only the choice of substantively competent authorities, not territorial jurisdiction.
