Arts. 9-10 Federal Extradition Act; federal jurisdiction in inter-cantonal extradition disputes is limited to review of a cantonal refusal or a conflict of priority between cantons. Objections of the requested person are to be raised before the addressed cantonal government, which must decide in the first instance. A direct application to the Federal Court by the requested person is inadmissible where no circumvention of the statutory safeguards is shown. The fact that a canton may extradite even where no statutory duty exists does not enlarge federal competence; the court does not decide the merits of the extradition request before the cantonal authority has ruled.
