The Kreisgerichtsausschuß Maienfeld filed a constitutional complaint after the Kleiner Rat of Graubünden annulled its judgment in an honor-defamation matter. The Federal Court held that, as an authority, the complainant was not entitled to use the staatsrechtlicher Rekurs under Art. 178 no. 2 OG, which is reserved to private persons and corporations. The complaint was therefore inadmissible and the Court declined to enter into the merits.
