Although § 23 VKD allows a waiver of the state fee when proceedings are not fully conducted, the court held that this does not justify a general waiver of costs after withdrawal. The same applies to the chancery fee under § 27 VKD. Because the present case required only limited work, only a small fee was appropriate.
